Luxembourg Numbering Plan Update
A client of our download service reported that some Luxembourg numbers with 13 digits were being blocked despite the phone numbers ringing successfully. The client (hlrlookup.com) uses the e164 download service as the first discovery layer for all their routing, and we were in line with the official Luxembourg numbering plan from the regulator. We investigated the particular number that was being blocked with ILR (Institut Luxembourgeois de Régulation), Luxembourg's telecommunications regulator, who confirmed that while the official numbering plan for some geographic ranges specifies an exact digit length of 11, there are exceptions that have been granted on request for individual numbers.
These exceptions are not published by ILR. Since these exceptions can provide up to 13 total digits, we have taken the decision to override the official Luxembourg numbering plan and extend the prefixes that ILR informed us have exceptions. This ensures that all valid Luxembourg numbers, including those with regulatory exceptions, are properly recognized and routable. The update was deployed in the last week and HLRLookup.com have confirmed their customer is now happy.
