1. About these terms

These Terms of Use govern your access to and use of the e164.com website and the Numbering Plan service made available through it (together, the "Service"). The Service is operated by 3G Telecommunications Limited, a company registered in England & Wales (the "Company", "we", "us", "our").

By accessing or using the Service you agree to these terms. If you are using the Service on behalf of a government department, regulator, operator, or other organisation, you confirm that you have authority to bind that organisation, and "you" refers to that organisation. If you do not agree, you must not use the Service.

Separate written agreements (for example, an enterprise data-download licence or service-level agreement) may apply to specific paid services. Where there is a conflict, the separate written agreement prevails for the service it covers.

2. The Service

e164.com provides reference Numbering Plan information on international telephone numbering, including country and operator codes, MCC/MNC allocations, and numbering-plan data. We offer:

  • Free online lookups — individual checks performed through the website, without an account.
  • Licensed data products — enterprise downloads and local hosting of the e164.com numbering-plan dataset, provided under a separate licence with defined service levels.

The Service provides reference data for professional and institutional use. It does not identify the subscriber or holder of any individual telephone number and must not be used to attempt to do so.

3. Permitted use

We grant you a limited, non-exclusive, non-transferable, revocable right to access and use the free online Service for your internal business, governmental, or research purposes, subject to these terms.

You may not, except as expressly permitted by a separate written licence:

  • Systematically extract, scrape, harvest, copy, or re-publish the numbering data or any substantial part of it;
  • Resell, redistribute, sublicense, or commercially exploit the data or the Service;
  • Use automated means to access the free online Service at a volume or rate that is inconsistent with normal individual use;
  • Circumvent, disable, or interfere with any security, access-control, or rate-limiting feature of the Service;
  • Use the Service in any way that is unlawful, that infringes the rights of others, or that breaches applicable export-control or sanctions laws; or
  • Use the Service to attempt to identify, locate, or profile any individual subscriber.

Bulk and programmatic access to the dataset is available under the licensed data products described in section 2.

4. Intellectual property

The Service, including its numbering-plan dataset, compilation, structure, software, design, text, and branding, is owned by or licensed to 3G Telecommunications Limited and is protected by copyright, database rights, trade marks, and other intellectual-property laws. "e164.com" and our logos are marks of the Company.

No rights are granted to you except the limited right of use set out in section 3 or in a separate written licence. The compilation and arrangement of the numbering data is itself protected by database rights, independently of the status of any individual data item.

5. Accuracy and "as is" basis

We compile the numbering data from authoritative sources, including our active participation in the international numbering community, and we apply quality controls certified to ISO 9001. Numbering plans nonetheless change frequently, and the data is provided on an "as is" and "as available" basis.

To the fullest extent permitted by law, we make no warranty, representation, or guarantee that the data is complete, accurate, current, or fit for any particular purpose, and we exclude all implied warranties. You are responsible for verifying any data on which you intend to rely for operational, regulatory, or routing decisions. Service-specific accuracy commitments, where offered, are set out only in a separate written service-level agreement.

6. Availability

We aim to keep the Service available but do not guarantee uninterrupted or error-free access for the free online Service. We may suspend, withdraw, or restrict all or part of the Service for operational, security, or legal reasons. Defined availability commitments apply only under a separate service-level agreement.

7. Limitation of liability

Nothing in these terms excludes or limits our liability for death or personal injury caused by our negligence, for fraud or fraudulent misrepresentation, or for any other liability that cannot be excluded or limited under English law.

Subject to that, and to the fullest extent permitted by law:

  • We are not liable for any loss of profits, loss of business, loss of revenue, loss or corruption of data, or any indirect or consequential loss, arising out of or in connection with your use of the free online Service; and
  • Our total aggregate liability arising out of or in connection with the free online Service is limited to GBP 100.

Liability in respect of paid services is governed by, and limited as set out in, the relevant separate written agreement.

8. Indemnity

You agree to indemnify us against all liabilities, costs, and expenses we reasonably incur arising from your breach of these terms or your unlawful or unauthorised use of the Service.

9. Suspension and termination

We may suspend or terminate your access to the Service immediately if you breach these terms or use the Service in a way that risks harm to the Service or to other users. You may stop using the Service at any time.

10. Privacy

Our handling of personal data is described in our Privacy Policy, which forms part of these terms by reference.

11. Changes to these terms

We may amend these terms from time to time. The "last reviewed" date shows when they were most recently updated. Your continued use of the Service after a change takes effect constitutes acceptance of the amended terms.

12. Governing law and jurisdiction

These terms, and any dispute or claim arising out of or in connection with them or the Service (including non-contractual disputes), are governed by the laws of England and Wales. The courts of England and Wales have exclusive jurisdiction, save that we may bring proceedings in any jurisdiction where you are established to protect our intellectual-property rights.
